Governor Forms Marcellus Shale Advisory Commission

Pennsylvania Governor Tom Corbett used his March 8, 2011 Budget address to announce creation of a Marcellus Shale Advisory Commission charged with developing a “comprehensive, strategic proposal for the responsible and environmentally sound development of Marcellus Shale” by July 22, 2011.

 

Led by Lt. Governor Jim Cawley, the Marcellus Commission will be comprised of 25-35 unpaid gubernatorial appointees representing government, the environmental and conservation communities, and industry.  Its responsibilities will include:

Complete a review of existing and proposed statutes, legislation, regulation and policies that regulate or affect Marcellus Shale, natural grass development in the Commonwealth, and provide analysis and recommendations regarding the following:

 

(1) Additional steps necessary to protect, conserve and enhance the Commonwealth’s environment and natural resources.

(2) Efforts necessary to promote the efficient, environmentally sound and cost-effective development of Marcellus Shale and other unconventional natural gas resources.

(3) Policies designed to encourage the end use of natural gas and natural gas by products.

(4) Work force development needs and opportunities.

(5) Identify, quantifying and recommending proposals to address the needs and impacts of natural gas development on local communities.

The Commission, which will rely on staff support from the Department of Environmental Protection, will convene its first meeting no later than March 31, 2011, and provide a final report to the Governor by July 22, 2011.
