After over 34 years of practice in various positions in Pennsylvania state government, Linda joined HMS Legal in July 2026.  Linda represents clients in regulatory matters, including litigation before state courts and administrative agencies.

Linda was the Director of Hearings and Appeals for the Pennsylvania Gaming Control Board for 19 years, after serving one year as an Assistant Counsel in the Board’s Office of Chief Counsel.  Linda was a member of the legal team that created the hearing process to award the first casino licenses in Pennsylvania in 2006. She then assisted in the defense of the awards of those licenses before the Pennsylvania Supreme Court.  After being appointed the Director of Hearings and Appeasl, Linda  set up the hearing process and structure of the Board’s Office of Hearings and Appeals and continued in that position until June of 2026, when she retired from state service.  During her tenure as the Director of Hearings and Appeals she conducted a variety of administrative hearings, building records for the Gaming Board’s consideration, as well as supervising the day-to-day operations of the Office.

Prior to her work with the Gaming Board, Linda was a Senior Deputy Attorney General with the Pennsylvania Office of Attorney General.  There she represented state agencies and employees in the state and federal courts and defended the constitutionality of state statutes before the Commonwealth and Supreme Courts of Pennsylvania.  Practice areas included Section 1983 actions, federal and state employment law/discrimination, and Right to Know Law, among others.

Linda started her law career as an Assistant Counsel at the Department of Labor and Industry as an Assistant Counsel for the Unemployment Compensation Board of Review.
